Spokane Fire Department's Special Operations Capability is a multi-faceted mission under the Fire Department's Operations Division. The section is led by Operational Battalion Chiefs and the Deputy Chief and has responsibility for the following programs:
Hazardous Materials Program (HazMat)
 The HazMat Team is responsible to provide a daily capability to respond to the consequences of Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) emergencies. It currently comprises of 36 fire personnel trained to the Hazardous Materials Technician and Specialist levels. Serving in dual roles as a first responding fire company, the team responds in a regional capacity serving the Inland Northwest. The Team is categorized as a Type 1 Resource and available to Washington State on a mutual aid basis.

Marine Rescue Program
 Two suppression companies have been tasked with the additional responsibility of water rescue operations (Station 2 and Station 16). These companies have been trained to the Swiftwater Rescue Technician level, and many are also trained to Swiftwater Boat Operator. Engine 16 and Ladder 2 are assigned different types of boats. Swiftwater Rescue Training is currently a standard part of the department’s training curriculum, so more and more department members are trained each year for water rescue. The cache and crews can be requested for local, regional, or statewide operations as needed.

Specialized Technical Rescue Program
 Specialized/Technical Rescue consists of High Angle (rope), Confined Space, Urban Search and Rescue and Trench rescue operations, all of which are performed under specific Washington State and National standards. Each of these rescue disciplines requires very high levels of training and certification. All SFD Ladder companies have been equipped to meet the state standard of "light rescue" along with Rescue 4 which carries a cache of USAR equipment. All of these crews have been trained to the standard of Rescue Systems II and above.
